The Social Security Administration (SSA), intends to negotiate a contract on a sole-source basis with the intention of awarding a contract to the California Department of Health Services (DHS) P.O. Box 94273, Sacramento, California. The contractor will provide investigative services for the Office of the Inspector General (OIG)/Disability Determination Services(DDS) Fraud Investigation Pilot Project ("Operation Contender"). The contractor will investigate suspected fraud against SSA's Title II and Title XVI (Supplemental Security Income (SSI)) disability programs and other Federal and state programs, including Title XIX (Medicaid). The proposed contract is for the base year expected to be on or about September 30, 1998 through September 29, 1999 with 2 one-year renewable option periods. Any organization which believes it has the relevant experience, personnel, facilities, systems, etc. to perform the described tasks should submit a complete TECHNICAL PROPOSAL onlyto the contracting officer at 1710 Gwynn Oak Avenue; Baltimore, MD 21207 within 5 business days from the publication of this announcement. Costs for preparation and submission of information will not be reimbursed by the government. The acquisition will be subject to Part 12 of the Federal Acquisition Regulations (FAR) regarding the acquisition of Commercial Items, to FAR Part 13.5 regarding the Application of Special Simplified Procedures to Commercial Items and Services, and to the principles of past performance evaluation as covered by FAR 15.206.
