The National Park Service, Golden Gate National Recreation Area has identified a requirement to solicit for the preparation of a Preservation Manual for Seacoast Fortifications of the Golden Gate National Recreation Area. Work under this contract will be to identify specific preservation problems affecting the fortifications, provide technical information about appropriate treatments, and develop a methodology for prioritizing the application of those treatments to the park's extensive network of historic fortification structures. Format for this Preservation Manual should be based upon the National Park Service's Historic Lighthouse Preservation Manual (National Maritime Initiative, Washington, DC, 1997). The solicitation documentation will provide more specific details. The minimum qualification for work on this project requires that the selected contractor shall provide only personnel who meet the minimum professional qualifications for one or more of the following disciplines, as described in Archeology and Historic Preservation, Secretary of the Interior's Standards and Guidelines:' Historic Architecture, Architectural History, Architecture, History, or Historic Archeology. Contractors who meet the minimum qualification (above) shall be evaluated on their demonstration of the following evaluation factors and sub-factors, listed in order of descending importance: 1). Understanding of the Scope of work and the soundness of the methodology as shown by the proposal: (1-a) Does the proposal identify, describe, define, and consider in sufficient detail and clarity each element of the Scope of Work? (1-b) Does the contractor have the specific experience in the areas of expertise and knowledge of the kinds of structures, materials, and treatments called for in the Scope of Work? (1-c) Does the technical proposal show completeness and thoroughness in compliance with all elements of the Scope of Work and other Request for Quotation requirements? (1-d) Does the program schedule indicate realistically the satisfactory accomplishment of each element in accordance with the specified time frame? (1-e) Are there any other unique or specialized talents or expertise that the contractor brings to the Scope of Work? 2). Qualification of contractor or contractor's firm, including commitment of personnel, expertise and resources to accomplish the objectives: (2-a) Does the contractor firm possess the professional expertise and background appropriate to the Scope of Work? (2-b) Does the contractor or the firm currently have sufficient qualified staff, including possible subcontractors, to accomplish the project? (2-c) To what extent does the proposal indicate that the contractor or firm depends upon sub-contor support services? 3). Contractor's demonstrated successful accomplishment of similar projects in the past: (3-a) Does the offeror have a demonstrated record of past accomplishments in historical research, writing and preservation projects similar to this Scope of Work? (3-b) Has the offeror shown satisfactory performance in similar projects for the Government in terms of cost control, compliance with performance schedules, and ability to communicate effectively with Government Staff?
