Items offered must be currently produced items and currently in use by State and/or Federal law Enforcement Agencies. Any equipment makes and models indicated below are for reference use only. Each bidder is requested to submit bids with their comparable items of equipment meeting current industry standards for this type of equipment. This requirement is a small Business Set Aside. Indicated below is a listing of the required items: 1. 3 each Handheld Narcotics Detection Units. Portable, battery and or 110 VAC or 12VDC operation. GC/SID detection principle. Able to detect and discriminate Cocaine, Heroin. THC and Methamphetamines. Both audible and red-light alarm indicators. No radioactive source. No carrier gas. Multi-lingual display operations including English and Spanish. RS-232 port of communications with remote computer. Warranty: 1 year parts and labor. Scintrex, Inc. Model NDS-2000 Handheld Analyzing Unit with standard accessory package, or equal. The Government will make an award to the responsible offeror(s) whose offers conforms to the solicitation contained herein and is most advantageous to the Government (i.e., that which represents the best value to the Government), cost or price or other factors including time required for delivery will be considered. The combined relative merit of the technical evaluation factors listed above will be more significant than the cost or price in the selection of the contractor. While the cost or price factor has no numerical weight, it is criterion in the overall evaluation of the proposals. Furthermore, the proposed cost or price must be considered reasonable and must reflect the proposed technical and operational requirements of the needed equipment. The Government may award a contract(s) to other than the lowest price offer. In the event that two or more offers are considered technically equivalent, the evaluated cost or price and delivery time will be of primary importance in determining the proposal most advantageous to the government. Delivery period must not be greater than 90 days. Awards will be made on a per line item basis to the vendor offering the best overall value to the U.S. Government. Please provide item specification sheets and/or brochures, unit price, item total cost and estimated delivery date for each line item after receipt of order.
