synopsis for a Commercial Item is prepared in accordance with FAR
Subpart 12.6, and supplemented with additional information. Provisions
and clauses are in effect through FAC 97-04. This procurement is
unrestricted to business size. The SIC Code is 3822 with corresponding
size standard of 500 employees. Offerors should indicate business size
relative to the SIC Code. The US Geological Survey has a requirement
for an off-the-shelf polar robotics system with a minimum of 5 axis of
freedom; off-the-shelf carousel with vertical trays, Windows-based
software; and factory and on-site training for USGS personnel. The
software must be Year 2000 compliant. The system will be designed with
the concept that it will be activated and operating on a 24-hour/day
basis; interacting with controller modules and other peripherals,
sometimes unattended. Delivery is required within 120 days after
contract award. The provisions at DIAR 1452.212-1 DEV, Instructions to
Offerors -- Commercial Items, and FAR 52.212-2, Evaluation --
Commercial Items, apply to this acquisition. Please include a completed
copy of the provisions at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items with offer. The FAR Clause at
52.212-4, Contract Terms and Conditions -- Commercial Items, and DIAR
1452.212-5 DEV, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items apply to this
acquisition. Proposals will be evaluated on the following criteria in
descending order of importance: (a) conformance to the specifications
contained in the RFQ, (b) quality of system components, (c) past
performance in production of similar robotics equipment for laboratory
use, (d) price, and (e) capability to provide timely field support.
The Government may award without discussion. Proposals must be received
in this office by 2:00 p.m. PST, July 23, 1998. Mail responses to the
