D -- INFORMATION RESOURCES MANAGMENT SUPPORT SERVICES SOL N68936-98-R-0155 POC Stephen Beckner, Contract Specialist, (805) 989-8241 The Naval Air Warfare Center, Weapons Division (NAWCWPNS), Point Mugu, CA intends to award a contract on a sole source basis to Metters Industries, Inc., 8200 Greensboro Drive, Suite 500, McLean, VA 22101 for continued information resources management support services for a period of 10/1/98 to 3/31/99, pursuant to the authority of 10 U.S.C. 2304(c)(1). Metters Industries was awarded the original contract for this service in June 1993. Tasking includes management support services, analysis and assessment, system design, development and life cycle support, data and software conversion, database administration, testing and evaluation, configuration and data management, transition planning, support and interface development, software engineering and software training and training documentation. The primary information technology environment for the above tasking is the Navy Industrial Fund Management Accounting System (NIFMAS) currently in place at NAWCWPNS. Continued support services of this specialized financial system are of a critical nature and any delay or stoppage of support services would significantly impact the ability of NAWCWPNS to properly manage its resources and operations. Metters Industries has participated in the development, implementation and maintenance of the NIFMAS system at the Point Mugu site. Metters Industries has the required familiarity, expertise and unique knowledge of the requirement necessary to continue development and maintenance of this specialized financial system. No other source has the knowledge developed by Metters Industries to fully provide the required services as of 10/1/98 without a training and development process phase-in period with Metters Industries and the NIFMAS system. The award of this contract to Metters Industries will prevent substantial delays to the Government due to the required level of experience with the development, implementation and operating environment of NIFMAS needed to maintain the current level of service for the period beginning 10/1/98. During the period of performance of this contract, NAWCWPNS, Point Mugu will conduct a competitive award procurement for this requirement under the SBA 8(a) program for a base year and four one year option periods.
