Indefinite Delivery Contract that will provide for the capability to issue a series of task orders not to exceed $150,000.00 each and the total contract is not to exceed $250,000.00 in one calendar year. At the option of the Government, this contract may be extended for two additional one-year periods. This announcement is open to all businesses regardless of size. Different engineering assignments at various locations within North Atlantic Division which could include various design and/or construction services requiring licensed design professionals in the civil, mechanical, electrical, structural, and architectural disciplies. Expertise in hydrology, hydraulics, and environmental engineering is also desirable. General Selection Criteria are given in Note 24. Specialized Selection Criteria for this contract, in descending order of importance, are (a) The firm must have on its staff or provide through a consultant(s), professional engineers with demonstrated expertise in all those disciplies listed above. The firm must also have staff with professional registration in a minimum of the six New England States (Massachusetts, Maine, New Hampshire, Vermont, Rhode Island and Connecticut). Firms not demonstrating these requirements will be disqualified from further consideration; (b) the firm must have the capacity to accomplish the work in the required time; (c) the firm must possess a good record of past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (d) firms must demonstrate previous experience in preparing construction cost estimates with Micro Computer Aided Cost Estimating System (MCACES) and Life Cycle Cost Analysis methodology. The firm shall also demonstrate experience in the development of construction contingencies based upon the knowledge of Risk Analysis and level of design detail; (e) firms should have capability to provide all deliverable in MicroStation CADD software, release 5 or higher, electronic digital format. The Government will only accept this format, without conversion or reformatting, in the target CADD software format and on the target platform specified herein. The target platform is an IBM-compatible PC running DOS version 5.0 or later, Windows 3.1x, Windows 95, or Windows NT; (f) firms must demonstrate knowledge of preparing specifications for construction contracts using a personal computer based software package. All specifications for Corps of Engineer (COE) contracts will be prepared using COE Guide specifications and SPECSINTACT. Guide Specificatios and SPECSINTACT software will be furnished free of charge. See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 edition), and two copies of SF 254 (ll/92 edition) to the above address not later than the close of business on the 30th day after the date of this announcement. Two copies of SF 254 are also required for each proposed consultant (it should be noted that SF255s are not required for proposed consultants). If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Include ACASS number in Section 3 of the SF255. In section 10 of the SF 255 describe the firm;s overall desing quality management plan, including management approach, coordination of disciplies and subcontractors, and quality control procedures which must include an independent technical review.
