B -- DEFINING A FRAMEWORK FOR AMPLE MARGIN OF SAFETY FOR NONCARCINOGENS AND CARCINOGENS POC Lenora Hilliard, Contract Specialist, 919-541-4392; Kathleen H. Moore, Contracting Officer, 919-541-3504 The Environemental Protection Agency intends to negotiate sole source with the Institute of Environmental Studies at the University of North Carolina located in Chapel Hill, North Carolina for investigating approaches for applying the two-step "ample margin of safty" approach to noncarcinogens and those carcinogens for which the margin of exposure approach is appropriate. The University will be responsible for performing the following tasks: (1) review existing environmental programs across EPA and State agencies to identify and evaluate the basis for regulating pollutants and setting standards with respect to ample margin of safety or some analogous standard of public health protection. (2) identify and evaluate the possible technical and scientific issues of relevance to cancinogens for which nonlinear modes of actions have been identified. (3) identify and evaluate the possible technical and scientific issues of relevance to noncarcinogens for which thresholds are assumed to exist. The Univeristy ofNorth carolina was selected for this requirement because it has a wide range of skills and disciplines revelant to this requirement. In particular, the University has nationally recognized experts who has research interest including mathematical theories of chemical carcinogenesis and dose-response modeling, philosophical (ethical) foundations of environmental risk analysis; mathematical modeling of biokinetics and dosimetry for environmental pollutants; and applications of risk analysis to environmental policy decisions. Each of these disciplines is critical in evaluating how risks are measured and how they translate in decisions on public health protection. The period of performance of this requirement is expected to be from date of award through May, 15, 1999. No solicitation is available. All interested parties must respond within 15 days of the date of this announcement. Interested parties shall: 1) include information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible.
