NASA Ames Research Center (ARC) plans to increase the contract value of contract NAS2-96024, Independent Verification and Validation (IV&V) of Selected NASA Software. The contract value increase is required to continue to provide IV&V services to existing customers and allow the IV&V Facility to meet the requirements of the Agency. The IV&V Facility provides a unique and mission-critical service to the Agency. The manner in which IV&V is conducted on a program requires continuity because of the unique expertise and in-depth knowledge developed during the program lifecycle. The current contractor is Intermetrics Inc., Vienna, Virginia, and the contract increase will be awarded on a sole source basis in accordance with FAR Subpart 6.301-2 and 10 U.S.C. 2304(c)(1). The increase in contract value of NAS2-96024 will not extend the period of performance beyond the current end date of October 31, 2004. The contract provides software IV&V for the International Space Station (ISS), the Space Shuttle Program (SSP), selected ground and robotics systems, and other NASA programs requiring IV&V support. In order to continue to meet the IV&V Facility's mission to become the NASA Center of Excellence for IV&V, a new acquisition to handle future IV&V requirements is in the early planning stages. No solicitation exists; therefore, do no request a copy of the solicitation. If a solicitation is released, it will be synopsized in the Commerce Business Daily and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any synopsis or solicitation. Firms interested in responding to this requirement in the future may submit in writing their company name, address, telephone number, facsimile number and point of contact. This is for information purposes and is not to be construed as a commitment by the Government. This is not a solicitation. This is an announcement of the government's intent to make a sole source award. Interested firms have 15 days from publication of this notice to submit in writing to the point of contact listed in the synopsis, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All responsible sources may submit an offer that shall be considered by the Agency. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
