D -- SOFTWARE MAINTENANCE SOL ENCBR9-9NSD-0002 POC Contract Specialist CPT URQUHART (910) 396-4362 EXT 217 (Site Code DAKF40) This is a notice of intent to negotiate a sole source contract with Southern Educational Management Systems, Inc., Charlotte, NC, for the maintenance of an automated planning, human resource, and financial management system for the Fort Bragg Schools, Fort Bragg, North Carolina. Anticipated period of performance is 1 October 1998 through 30 September 1999 with one (1) one-year option period. Software operates in an AS/400 environment, as well as, stand alone and networked windows environments. It uses document imaging and other techniques to integrate all functions directly related to the federal/school budget to include, but not limited to: 1) purchase request system, 2) Federal accounting reporting, 3) budget support, formulation, submission, execution, 4) credit card purchasing, 5) government contracting, and 6) inventory management. It must integrate all functions directly related to personnel functions, but not limited to: 1) replication of payroll, 2) all federal requirements related to personnelreporting, 3) budget considerations, 4) time and attendance, 5) and all forms related to certification and training. Request all prospective contractors submit their technical capabilities and pricing information to this office within 15 days of publication of notice in the CBD. Responses will be used to determine whether bonafide competition exists. Responses must be in writing, including prices and technical data sufficient to determine capability to meet the requirements. If no affirmative responses are received within this time to determine that comparable sources, more advantageous to the government are available, a contract will be negotiated with Southern Educational Management Systems, Inc. A request for solicitation will not be considered an affirmative response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If decision is made to conduct a competitive procurement, no further notice will be issued. Due to automation of the bidders mailing list, certain pertinent information is required before vendors can be added to the list. It is therefore required that all vendors provide their business size when responding to this announcement. For the purpose of determining small business status for this procurement, the average annual receipts of a concern and its affiliates for the preceding three fiscal years must not exceed $18.0 million.
