70 -- COMPUTER OUTPUT DATA CONVERSION SOL SS1001KS POC James Mullaney (202) 273-2712, Kevin Sullivan (202) 273-2015 The Administrative Office of the U.S. Courts is seeking a GSA Schedule Contractor or other Government Contractor with an existing contract to perform the following data conversion service converting computer tape output to microfiche and possibly CDROM. Interested vendors that meet the criteria above and that can perform as described in the following paragraphs should provide their GSA Schedule Contract No. or other Government Contract No. and other statement of capability to the AOUSC by COB on May 22nd. Information may be submitted by FAX to (202) 273-2308. Applications are centrally housed and executed, using an Amdahl 5995-500A mainframe with an MVS/ESA Operating System. The various reports obtained from these systems are recorded on magnetic cartridge tapes, batched, and ultimately sent out for conversion to microfiche. Input tapes are batched for quarterly processing. These tapes contain print format records of various personnel/payroll related data including bi-weekly pay history, check registers, leave statements, TSP records, and monthly reports. Approximately 50 tapes are batched for conversion each quarter. These tapes are Storage Tek 4480 or compatible 1/2" tape cartridges and contain 133 character records having a blocking factor of 10. The Contractor shall provide, as required, the tape pickup, COM production (option 1) or conversion to CDROM (option 2), delivery, mailing, and other related services requested by the AOUSC. The primary option to be employed by the Government until further notice will be conversion to microfiche (option 1). Specifically, the Government will notify the Contractor that a batch of tapes is ready for conversion. The Contractor shall pick up the cartridge tapes to be converted and bring them to the Contractor facilities for processing. The pick up shall be accomplished within 24 hours after the notification. Tapes will be numbered and logged out by the Government Representative submitting the order. The Contractor shall sign a receipt for the tapes at the time of the pick up and record the date, time, and number of tapes. The Contractor shall maintain a control log for each order received. Orders shall be processed using one of two options. Option 1 The Contractor shall process the cartridge tapes to produce microfiche originals and copies of each record/report per instructions provided by the Government. Microfiche frames shall have reduction ratios of 48x, 72x at 66, 88 lines per inch. Microfiche processing shall have the following capabilities: a. Eye-readable 12-character column index with both 0 degrees image rotation and -180 degrees image rotation. b. Two (2) lines of title with a minimum of four (4) characters per frame. c. Extraction of up to four (4) fields of data from a data page for the index area. d. Production of "From-to" and/or "from" titles. e. Production of titles of selectable fields with reverse polarity. f. Addition of index page headers. g. Printed key index words on data page in easily identifiable type (i.e. BOLD, Italics) that will stand out from the type of data page letters. h. Provide fiche and/or column breaks based on changes in data, match of data, or masking of data. i. Ability to change the job parameters through testing of data fields. j. Ability to enter constant data at the time of microfilming. k. Production of eye-readable index on each sheet of microfiche with the size of index at least four (4) times or greater than the size of the data letters. l. Duplicates of fiche produced on diazo film with a minimum thickness of 4 mil. Option 2 The Contractor shall process the cartridge tapes to produce CDROM originals and copies of each record/report per instructions provided by the Government. At a minimum the Contractor shall provide the following capabilities: a. CDROMs shall be readable on the government's commercial-off-the-shelf CDROM reader devices installed in IBM-compatible personal computers running under Windows 95. b. The CDROM solution shall permit users to search for data through keywords or keys and shall permit the printing of records on laserjet printers connected to the PC work station. c. The Contractor shall provide any special software and instructions required to access and print the data from the CDROM. d. CDROMs shall be externally labeled with information to properly identify the contents on visual inspection. (0132)
