R -- The Crane Division, Naval Surface Warfare Center, intends to enter into a Basic Ordering Agreement (BOA) with California Microwave, Inc. (CMI), Information Systems Division, 556 Garrisonville Road, Suite 205, Stafford, VA 22554 to procure, via individual orders issued thereunder, various engineering, technical, logistical, and program management support services in support of the Government C4I systems. The contractor shall provide systems engineering/design, technical and program support services to NSWC Crane and designated DoD Project Officers. The BOA will also include hardware, hardware and software design, prototyping, engineering Development Models (EDM), technical support, test planning and documentation, field support, training support, and on-site Contractor Engineering and Technical Support (CETS). The contractor shall support data connectivity, Defense Message System (DMS) migration, application level intelligence reporting, interoperability, systems integration, prototyping, software design/maintenance, and engineering and technical support to C4I systems. These products will be procured on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Only those products for which CMI has proprietary and/or unique qualifications, such as its Communications Gateway System, will be included in the BOA's scope. It is anticipated that the BOA's ordering period will cover five years. Periodic review and synopsis of the BOA will be performed as required. Individual orders will specify required tasks and all applicable delivery terms and conditions. The BOA will be executed on or about 1 July 1998.
