The Defense Supply Service -- Washington, on behalf of the Defense Manpower Data Center (DMDC), intends to issue on an unrestricted basis solicitation number DASW01-98-R-0084. The Defense Manpower Data Center (DMDC) requires a contractor to provide operational support for the 1999 Department of Defense Active-Duty Survey (ADS). The 1999 ADS will collect data for evaluating the impact of policies and programs in regard to readiness and retention. The survey will asks questions from military personnel and spouses about career plans, retention decisions, as well as, personal and military background, and family composition (Sample forms will be provided with the solicitation). The survey will require the following operational support activities: (a) obtain, assemble, and store materials; (b) develop and implement a survey control system that tracks the status of each survey mailed; (c) mail survey packages; (d) receive and process survey returns (including open- and closed-ended responses); (e) scan completed surveys; (f) develop, produce and document data files; and (g) pack, store, retrieve, and discard surveys in accordance with Privacy Act considerations. The contractor must meet with DMDC staff at their Arlington, VA offices within one (1) week of award to exchange any information necessary for the performance of the contract.
