Part Number WJ-8611, DSP VHF/UHF Receiver (2-1000MHz), quantity two and Part Number WJ-8611/SM, Single Monitor Module, quantity two. All items are manufactured by Watkins-Johnson Company. All responsible small business sources may submit a proposal which shall be considered. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena, Phone 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. It is the Governments intention to make award to Watkins-Johnson Company on a sole source basis. Justification supporting the sole source is this is a unique one-of-a-kind receiver. It was designed by Watkins-Johnson Company for specialized military data collection tasks. This capability allows the user to create a near real-time IF-Pan display on a PC. See Numbered Note 1.
