Aviation Administration (FAA), Western-Pacific Region hereby announces
its intention to contract technical and administrative support
services for the Communication and Navigation Inter-Facility Group
(ANI-900). The Contractor shall provide all necessary technical
personnel, materials, supervision and management necessary to provide
support to ANI-900 of the Western-Pacific's automation, communications
and radar requirements as outlined in the statement of work. The
anticipated services require a diversity of skills suitable to a
variety of electronic and civil engineering environments. Contractor
shall provide technical, analytic, and management support services in
the following five task areas: 1) Program Management, 2) Engineering
Services, 3) Facility Management, 4) Systems Software Development, and
5) Training and Courseware Development. Services are required from the
date of award through September 30, 1999, with 4 additional fiscal
option years. The ceiling price of the contract, including four (4)
fiscal year options, is estimated at Twenty-Five Million Dollars
($25,000,000). The Standard Industrial Classification (SIC) code for
this requirement is 8711. The FAA will provide solicitation packages to
the first fifteen (15) written requests responding to this SIRr, on a
"first come" basis only. Request for a solicitation package must
identify Solicitation No. DTFA08-98-R-03257 and should be made in

MINORITY/BUSINESS/BONDING ASSISTANCE PROGRAM/STLP: The following notice
BELOW is for informational purposes for Minority, Women- Owned and
Disadvantaged Business Enterprises: The Department ofTransportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to 1.0 million per contract. The DOT provides an
80 percent guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short Term Lending Programs
(STLP), at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
