a requirements based contract for the integration of various commercial
and existing military components, to provide a vehicular mounting
capability for the AN/PSC-5 UHF MANPACK Satellite Terminal. If
undertaken, the selected offeror, would select integrate, and test
various products to meet the requirements of a functional specification
being developed by the Government. The contemplated system is to take
advantage uniquely of the DAMA and NON-DAMA UHF SATCOM capabilities of
the AN/PSC-5 terminal, without regard for additional terminal
capabilities or frequency bands. Target host platforms are Army
administrative and command vehicles intended for the tactical
environment, that are not specifically designed as direct or indirect
fire systems. Integration into vehicular communications systems is not
contemplated as a requirement at this time. Functional requirements
for a complete generic installation kit, to include any/all antenna,
cables, AN/PSC-5 mount, and required power conditioning are being
developed and are expected to be published formally in draft for
industry comment in mid May 1998. These functional requirements are
essentially designed to extend the existing AN/PSC-5 manpack into a
vehicular environment, without degradation of existing performance.
Selected source should anticipate cooperative work with Army Government
Depot personnel, for the development and installation of vehicle
specific mechanical connections and attachments, which will host and
interface the desired kit into specific vehicle designs. The AN/PSC-5
shall be made available at PM Milsatcom during draft documentation
developments and a GFE terminal will be supplied to offeror, (provided
a COMSEC management account is available). Cooperative testing with
the JITC should also be anticipated to certify compliance with
applicable UHF SATCOM Military Standards, based upon selected technical
approach. Other than efforts inherent with initial installation, no
preventive or periodic maintenance shall be required. A warranty of
operation, based upon performance and operating hours at the system
level shall be required. The warranty period shall be a minimum of
three years and the term/scope shall be a significant factor in source
selection. Use of the selected source as overhaul depot and National
Inventory Control Point shall be considered, provided a reasonable
industry proposal that meets total operational availability
requirements and fiscal concerns is presented. A long-term recurring
effort is possible, based upon approaches presented in the draft
acquisition stages. Proposed sources should anticipate use of CARC
paint for external surfaces to permit decontamination operations of
host tactical vehicles. A minimum quantity of 5 complete systems, to
include cooperative Government installation into existing tactical
vehicles is anticipated as a result of award. No maximum quantity has
been identified and the effort is anticipated to be executed on a
requirements basis for the term of the contract. Price breaks for
economic ordering quantities shall be required. Complete system
deliveries shall be required NLT June 1999, to permit Government
vehicular installation and test. The initial systems shall participate
in the Army First Digitized Division commissioning currently scheduled
for September 1999. Interested parties are invited to contact Mr.
