CLIFTON 202 927-1139 The United States Customs Service (USCS) presently
owns and operates 180 x-ray systems to inspect cargo, mail, and baggage
at ports of entry throughout the contiguous United States, Puerto Rico,
Hawaii, the Bahamas, and the Virgin Isands. Two additional X-ray
systems are currently being purchased under a General Services
Administration contract, which does not include optional equipment
requirements unique to Customs. Consequently, these two systems
purchased must be modified to meet the minimum functional requirements
which satisfy the operational needs at the ports of entry. The two
systems are designed and manufactured by American Science &
Engineering, Inc. (AS&E), using their patented MICRO-DOSE Flying Spot
Scanning Beam technology. AS&E is the sole manufacturer of the
resources to modify the systems as required. The requirement will be
processed under the authority of 10 USC 2304(c)(1), only one
responsible source and no other supplies or services will satisfy
agency requirements to upgrade the purchased equipment. The intended
