Numbered Note 22 applies to the extent that the proposed action is for support services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. APL/UW designed the AN/UNQ-9 and has extensive experience in supporting tactical recording programs including AN/BQH-5, AN/BQH-9, and AN/BQH-10. Failure to respond to fleet recording needs within the timeframes required would delay or limit fleet implementation of commonality of tactical data recording systems among submarine classes .
