Reference CBDnet Postings of January 13, 1997, March 13, 1997, July 2,
1997 and December 19, 1997 relative to the release of solicitation
DAMT01-97-R-2006, the solicitation number has been changed to
DAMT01-98-R-2010 for the Global Privately Owned Vehicles (POVs)
Contract (GPC) to provide transportation services for the movement of
POVs for U. S. military members and civilian employees of the U. S.
Government. Headquarters, Military Traffic Management Command (MTMC)
intends to procure transportation services for the movement of
approximately 70,000 to 80,000 POVs annually between CONUS sites and
Belgium, England, Germany, Italy, Netherlands, Puerto Rico, Guam and
Hawaii. The contractor selected will assume all responsibility,
liability and costs for receipt/delivery, processing, and
transportation of the POV from the point where the POV is received from
the customer to the destination where the POV is delivered to the
customer. The contractor's responsibilities will include (1) operating
multiple vehicle processing centers (VPCs) in CONUS and overseas
locations (OCONUS) to receive/deliver customers' POVs, preparing POVs
for shipment, and ensuring all necessary agriculture and customs
clearances are accomplished; (2) arranging for and/or providing inland
and ocean transportation of the POVs between VPCs; (3) providing
information on the status and location of POV shipments as well as
other program information; and (4) resolving POV loss and/or damage
claims with customers. The selected contractor will be required to book
all ocean transportation through the DTS using MTMC Joint Traffic
Management Office (JTMO) negotiated contracts for ocean carriage.
Offerors will be evaluated on their capability, subcontracting and
price. Ocean carriage costs will be based on the rates established in
the JTMO contracts and applicable tariff rates. The contractor will
simply bill the Government in accordance with these rates. Therefore,
the evaluation of price will exclude ocean carriage costs. MTMC expects
to award a single, firm fixed price requirements contract for a
two-year base period with three one year option periods. The
solicitation is expected to be issued on or about March 2, 1998. The
anticipated period of performance for the base period is 1 Nov 98
through 31 Oct 2000. A pre-proposal conference will be held
approximately two weeks after issuance of the solicitation. The
pre-proposal conference date, time and location will be specified in
the cover letter to the solicitation. Offers will be due approximately
30 days after release of the RFP. The contract award date is projected
for August 1, 1998. The solicitation will be published on the MTMC
