This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation number is F04700-98-T0954. This is a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-32 and DAC 91-1. The Air Force Flight Test Center (AFFTC)has an immediate requirement for non-personal services to furnish all labor, tools, materials, and facilities needed to develop selective methodologies using cage expansion and mono- oxidation for Polyhedral Oligomeric Silsesquioxanes (POSS) samples. Period of performance will be 16 Mar 98 through 30 Sep 98. The contractor will be required to provide the following: (1) develop two separate selective methodologies per the fully incompletely condensed POSS samples. (2) provide one (1) each methodology with Data and one (1) gram sample for all indicated. (3) Methodology 1: cage expansion to produce the following samples: Vinyl8T8DEMeH; Vinyl8T8DEVinyl; Cy8T8DMeH; Cy8T8DMeVinyl; Cy6T6DMeH; Cy6T6DMeVinyl; Cy6T6DMeVinyl; Cy6T6D2(MeH)2; Cy6T6D2(MeVinyl)2. (4) Methodology 2: mono-oxidation to produce the following samples: Vinyl7T8(OH); Et7T8(OH); H7T8(OH); Ph7T8(OH); Me7T8(OH); Cy7T8(OH); Cp7T8(OH); Cy5T6(OH). (5) provide one (1) each, 1.0 gram size, authenticated physical sample of the authenticated compounds, to the Air Force Research Lab, Propulsion Sciences and Advanced Concepts Division Facility at Edwards AFB, CA. (6) all work will be performed at the contractor's facilities. The Air Force Flight Test Center intends to obtain these Polyhedral Oligomeric Silsesquioxane services from University of California Irvine, Dept. of Chemistry, Irvine CA 92697, unless responses to this notice reveal additional sources capable of providing services requested. The Simplified Acquisition Procedures (SAP) will be used in awarding this contract by written quotation. Contractors making bids should submit proposal based on the above requirement.
