This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number N00173-98-R-MS02, is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03 and Defense Acquisition Circular 91-11. This acquisition is 100% set a-side for small business. The small business size standard for this acquisition is $5.0 million and the standard industry code (SIC) is 8322. The Naval Research Laboratory (NRL) has a follow-on requirement for referral services to identify short and long term child and elder care services and relocation services. The incumbent contractor is The Dependent Care Connections, Connecticut. During a ten (10) month period the referral service was utilized 1,036 times by NRL employees. CLIN 0001: The contractor shall provide monthly referral services in the areas of prenatal, adoption, child care, school, emergency care, special needs, summer care, colleges and universities, adult care, and relocation services. CLIN 0002: The contractor shall provide 600 copies of an employee communication brochure. CLIN 0003: The contractor shall conduct one management seminar at NRL and two copies of the videotape of the seminar. CLIN 0004: The contractor shall provide an evaluation of referral service form and quarterly status reports. Description of requirements: NRL has approximately 2843 civilian employees at its main site in Washington D. C.; approximately 294 employees at Stennis Space Center, Mississippi; approximately 62 employees at Monterey, California, and approximately 102 at multiple sites within the CONUS. The contractor shall provide a nationwide referral service to identify the following areas of services: prenatal, adoption, child care, school, emergency care, special needs, summer care, colleges and universities, adult care and relocation. The contractor shall provide adequate staffing to support the referral service needs of a personnel complement comparable in size to that identified above. The contractor shall provide an Administrator/Program Manager to ensure management supervision and counselor availability to NRL employees, via a toll-free number, Monday through Friday from 9:00 a.m. to 8:00 p.m. (Eastern Time) or e-mail address. On weekends, holiday, and at all other times (on a 24-hour basis), the contractor shall ensure there is a counselor on-call at all times to respond within three-hours. The contractor shall provide counselors familiar with and knowledgeable about employee concerns in all areas of child and elder care, and the referral process in order to (1) advise client of specific screening criteria which is applicable to the type of care they are seeking; (2) identify providers who meet screening criteriarequirements; (3) forward all information on each identified provider's programs to the client; and (4) follow-up with client on a continuing basis to check on client's progress and to offer any additional assistance. Clients will be referred only to providers who comply with the specific regulations of the state in which they are located. The counselor shall inform clients, before referral to community resources, of the client's personal responsibility to pay for any services obtained as a result of the referral. Each client works exclusively with a single designated counselor to ensure continuity and to ease employee anxiety. The contractor shall plan, develop, use, maintain and manage a record system in accordance with the Privacy Act of 1974, and other applicable laws, regulations, and guidelines governing confidentiality of counseling, and shall be subject to the penalties imposed by such laws for improper disclosure. The contractor shall design and produce an employee communication brochure which will be coordinated with the Authorized Government Representative (AGR). The contractor shall design an Evaluation of Referral Service Form which must be provided to each client by the contractor with instructions to complete and return to the AGR within 30 days of having utilized a referral service. The contractor shall submit a quarterly status report to include: numbers of client calls; types of requests; male/female breakdown; geographic distribution data; copies of all Evaluation of Referral Services Forms; number of open cases and outcome of closed cases no later than 15 days after the end of each quarter. No government facilities will be provided to the contractor other than an auditorium to conduct the required management seminar. Personnel Qualifications: Administrator/Program Manager -- The contractor shall include a resume for the project manager assigned to perform management functions under this contract. The resume must include a detailed explanation of education, experience, training, recent relevant experience, and size and scope of previously managed projects. Experience must show responsibility for supervision of counselors in a program directed towards employee assistance for adults. Counselors -- Counselors shall have completed formal education to the level of at least a Bachelor's Degree, augmented by a minimum of one year's experience, in the fields of Child Care; Early Childhood and Elementary Education; School Age Programs; Special Education; Elder Care; Gerontology, Nursing; Rehabilitative Therapy; Social Work; or Human Services and Counseling. Performance: The period of performance is from date of award through one year with four one year options. Delivery: The 600 copies of the employee brochure must be delivered 15 days after contract award and 15 days after exercise of each option. The management and employee introduction seminar must be presented 60 days after contract award and 60 days after exercise of each option. The two video tapes must be delivered 10 days after presentation of seminar for the base year only. The quarterly status report must be delivered 15 days after the end of each quarter and 15 days after the end of each quarter for each option. CLIN 0001 must be priced per month. Offerors are advised to propose in accordance with the provision FAR 52.212-1, Instructions to Offerors -- Commercial. Offerors will be evaluated in accordance with FAR 52.212-2, Evaluation-Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other factors considered. The specific evaluation criteria under paragraph (a) of FAR 52.212-2 is (1) Technical/Management Approach. The soundness of the offeror's technical understanding of the description of requirements which should include a detailed descriptive approach the offeror will use to administer each type of referral service; requirements of each deliverable; and the concept for achievement of the description of requirements. The offeror will be evaluated on the management approach they plan to use to guarantee effective continuity of effort throughout the duration of the contract. (2) Corporate Experience. The soundness of the offeror's corporate experience related to recent performance on contracts to those described in this synopsis/solicitation. The offeror must identify relevant work performed on previous contracts including contract number(s), government agency/commercial entity, dollar amount, dates of performance, names and telephone number of contracting officers and technical personnel, and (3) Personnel Qualifications. The offeror will be evaluated on their proposed personnel to accomplish the requirement as demonstrated by evidence of education and experience that met or exceeded the minimum personnel qualifications. The offeror must provide resumes for all personnel. (b) Options. The Government will evaluate offerors for award purposes by adding the total price for all optionsto the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Corporate Experience and Personnel Qualifications when combined are of equal importance compared to Technical/Management Approach. Offerors must provide a completed copy of the provision FAR 52.212-3, Offeror Representations and Certification- Commercial Items with its offer.
