Walling, Contract Specialist This requirement is being procured in
accordance with the SimplifiedAcquisitionProcedures. The U.S. Fish and
Wildlife Service intends to issue a Request forQuotations (RFQ)to 4
contractors to plant Government Supplied acorns and grow seeds to meet
aminiumrequirement. Interested persons must meet the following
requirements:1. Must have 5 years past experience in the nursery
business.2. Associated equipment capability to irrigate seedling during
dry weather.3. Cooling equipment,acreage, and manpower necessary to
plant, grow and liftseedlings in thespecified time frame.
Specifications for growing seedlings are:1. Seedlings must be
fertilized in accordance with established plantingstandards and
wateredadequately to achieve a minimum height of 18 inches (above
ground) and at least3/8 inchdiameter at root collar.2. Seedlings must
be undercut with roots not exceeding eight inches in length.3.
Contractor must have the capability to store as many as 250,00
seedlings.Seedlings must bestored in a cooler at temperature of 34 F to
38 F prior to pick-up. All bagswill be markedaccording to species and
number of seedlings in each bag. Seedlings must belifted, roots
dippedin a synthetic gel such as Hydra Gel, Terra Sort or packed with
peat moss andbagged for USFWand picked- up by January 1,1999. 4. USWF
reserves the right to change the lifting date unusually warm weather
orexcessive wetconditions, warrant.5. The contractor guarantees a
minium of 50 percent of the acorns planted willproduce
desirableseedlings. This guarantee based on the number of seed per
pound (for eachspecies) as indicatedin the following table: Species,
Average Number of Acorns Per Pound; NuttalliOak (Q. nuttalli),100;
Willow Oak (Q. phellos), 400; Water Oak (Q. nigra), 320; Overcup Oak
(Q.Lyrata), 120;Swamp Chestnut Oak (Q. michauxii), 75; Shammed Oak (Q
shumardii), 120;Cherrybark Oak(Q. Falcata var. Pagodacfolia), 280; Pin
Oak (Q. palustris), 300;6. The USFWS guarantees high quality, viable
acorns and will deliver the acornsto thecontractor. The contractor can
perform cut tests and float tests at time acornsare delivered
todetermine acorn viability.7. The contractor will inventory all
seedlings beds by July 31, 1998 and notifyUSFWS ofseedlings count by
August 15, 1998. The proposed contract is 100% set-aside for Small
Business concerns with a SizeStandard of$5.0. The SIC Code is 8199.
Four firm fixed price purchase orders will beissued, with aperformance
period of 365 days from date of notice to proceed. See Note 22.
