(Site Code DAAB07) INTENT TO AWARD. The Army Signal Command (ASC) intends to award a new Communications Service Authorization on a sole source basis. The CSA must be awarded by March 15,1998. The award is will be for 3, 4 or 5 years, with an estimate of $2 million to $6 million per year. The CSA provides for Central Office (C.O.) custom Centrex dial tone for 2000 lines for local and long-distance, FTS2000, DSN, and international services for the Defense Metropolitan Area Telephone System-St. Louis (DMATS-STL). The system must employ the local exchange prefixes "260" and "263" for all stations regardless of location, provide Uniformed Numbering Plan, feature functionality, feature transparency, capability covering thirteen different exchanges; connectivity to twenty-five locations, with a robust SONET based backbone. This requirement includes the installation of an additional 550 lines. Features include, but are not limited to touch-tone, basic hunting, call forward busy, call forwarding variable, consultation hold, direct outward dialing, speed dialing, etc. Interested sources must be currently registered with the Federal Communications Commission (FCC) for the DMATS-STL area.
