BAA updates, all amendments and information related to this announcement will be available only through the AF Mentor-Protege Program website at http://www.brooks.af.mil/HSC/PKA/programs/mentor/master.html. Interested parties are responsible for reviewing the website for current information. Registration through the website will provide automatic email notification whenever the website is updated. Proposals submitted in response to this announcement shall be mailed to: HSC/PKRE, ATTN: Yolanda Tollinger -- Room 115, 7909 Lindbergh Avenue, Brooks AFB, TX 78235-5352. Proposals must be received by 19 March 1998, 3:00 PM, Central Standard Time in order to be considered for the first evaluations and awards.) The Commerce Business Daily (CBD) and Internet release will be simultaneous. However, if the CBD publication date is later than the Internet release date, the date for receipt of proposals shall be 30 days from the CBD publication date. This announcement will remain open until 30 September 98. Proposals may be submitted anytime within this period, however, only those meeting the initial date of receipt of proposals will be evaluated for immediate award. Contracts awarded based on responses to this BAA are considered to be the result of full and open competition. B -- OBJECTIVE: The purpose of this DoD program is to incentivize DoD contractors, performing under at least one active approved subcontracting plan negotiated with DoD or other Federal Agencies, to assist small disadvantaged business (SDBs) in enhancing their capabilities to satisfy DoD and other contract and subcontract requirements, to increase the overall participation of SDBs as subcontractors and suppliers under DoD contracts and commercial contracts, and to foster the establishment of long term business relationships between SDBs and other such contractors. Under this program companies approved as mentor firms will enter into mentor-prot g agreements with eligible SDBs to provide appropriate developmental assistance to enhance their prot g capabilities in the technology areas listed below. The anticipated developmental assistance areas may include: technology transfer, general business management, engineering and technical matters such as production, inventory control, quality assurance, subcontracting opportunities, and any other assistance designed to develop the capabilities of the prot g firm under the development program. C -- ADDITIONAL INFORMATION: The Human Systems Center (HSC/PKRE) intends to award Cost Plus Fixed Fee contracts with eligible mentors in accordance with the DoD Mentor-Prot g Program.The period of performance shall be one year from date of award with an option for an additional year. Descriptions of the program and eligibility requirements are provided in Appendix I of the Federal Acquisition Regulation (FAR) supplement. All areas are equal in weight. 37 Transportation Equipment 38 Measuring, analyzing and controlling instruments 39 Miscellaneous Manufacturing Industries 73 Business Services 87 Engineering, account, research, management and related services (environmental) D -- PROPOSAL PREPARATION INSTRUCTIONS: The contractor shall provide an original and 3 copies of its proposal in 3 ring binders. Proposal format shall be single sided 8 1/2 X 11 pages, 12-pitch width with (1) one inch margins. Page limitations are exclusive of tables of contents and indexes. Photographs, foldouts, appendixes and attachments are inclusive of page counts. Each proposal shall be valid through 30 September 1998 and shall consist of the following: Volume One Executive Summary, 2 page maximum; Mentor-Protege Agreements, 10 pages maximum, and Past Performance Information shall consist of the last three years of formal mentor-prot g experience, 2 page maximum Volume Two Technical volume; 15 pages maximum Volume Three Cost volume; unlimited number of pages Volume Four Model Contract, Representations and Certifications The model contract, contract data requirements list, representations and certifications will be made available via the website. Each offeror is required to download the files and submit the completed documents with required signatures. Volume Four shall NOT be placed in a three ring binder. E -- BASIS FOR AWARD: Proposals received will be evaluated on how well their proposal satisfies the evaluation criteria listed below: 1) relevance to Air Force/DoD programs, 2) merit of the technical approach in terms of meeting the developmental needs (technical) of the identified prot g, 3) utilization of Historically Black Colleges and Universities and Minority Institutions, 4) subcontracting opportunities with mentor and other firms, 5) corporate capability to provide the proposed assistance to the SDB prot g firm, 6) management plan showing project staffing and methods to resolve problems, 7) organizational commitment measured by usage of corporate resources; qualifications of the proposed principal/key personnel and supporting staff. General consideration will be given for multiple prot g s and recent and relevant past and present performance. Cost is considered to be of secondary importance in the evaluation. Contractors are hereby notified that a private contractor will assist the Government in the evaluation of all proposals. Evaluated proposals will be classified as unsatisfactory, marginal, satisfactory or excellent. Proposals will be ranked from highest to lowest across all five technology areas. Awards will be made starting at the highest rated proposal, descending down in order until all funds have been allocated. The dollar amount of individual awards may vary, however typical awards are expected to be $250,000. The remaining proposals, not awarded contracts, will remain in order. If additional funding becomes available awards will be made to those next in line. Proposals received after the initial submittal will be evaluated against the above stated criteria and will be rank ordered within the existing list of proposals. Any proposal with a score equal to an earlier submitted proposal will fall in place after the proposal first received. The Government intends to award multiple contracts under this announcement and up to ten percent of the total funds available for award are reserved for award to a qualified graduated 8(a) mentor. Offerors are advised that only contracting officers arelegally authorized to commit the government to an award under this BAA and each award is subject to availability of funds. The cost of preparing proposals is not an allowable direct charge to any contract award as a result of this announcement; nor is proposal preparation cost allowable on any other contract. Proposal costs, however, may be an allowable indirect expense to the normal bid and proposal (B&P) indirect costs in accordance with FAR 31.205-18.
