The proposed contract is to conduct a national telephone survey on
occupant protection issues. NHTSA administered the first Motor Vehicle
Occupant Safety Survey in 1994. This was a national telephone survey
on occupant protection issues designed to collect data on attitudes,
knowledge, and self-reported behavior across occupant protection areas.
It used two questionnaires, each administered to a randomly selected
sample of approximately 4,000 individuals age 16 and older. The data
was intended not just as a snapshot of information to apply to
strategic planning, but also as a baseline to use in tracking
developments in these areas. The survey was repeated in 1996, following
minor modifications to the questionnaires. This project will implement
the third of these biennial surveys. The objective of this procurement
is to: 1) Administer by telephone NHTSA's 1998 Motor Vehicle Occupant
Safety Survey; 2) Submit a report to NHTSA documenting the survey
methodology, to include copies of the questionnaires; 3)Submit the
database to NHTSA according to specifications set by NHTSA, with
detailed accompanying documentation. It is contemplated that a cost
reimbursement type contract will be awarded for this effort. The
anticipated period of performance is nine(9) months. This solicitation
will be mailed to those organizations responding in writing to this
