R -- PROCUREMENT OF LOAN PORTFOLIO MANAGEMENT SERVICES SOL M/OP-98-521 DUE 042098 POC Contact Point: Jonathan Palmer, (202) 712-5944, Contracting Officer, Thomas Bordone, (202) 712-1021 The United States Agency for International Development (USAID) currently administers a large portfolio of credit instruments, loans and loan guarantees, to foreign sovereign and non- sovereign entities. USAID intends to contract with an organization with extensive experience in the administration of credit instruments and foreign currency transactions to perform a number of services related to this portfolio. The services include the receipt and disbursement of funds, accounting and collections, registration and transfer of securities, maintenance of documents and financial reporting. The portfolio presently consists of three types of credit instruments. A direct loan portfolio with approximately 2,000 outstanding loans. Typically they have 30 year maturities with semi-annual interest payments. This includes some rescheduled debt. USAID also has outstanding 177 loan guarantees covering 100% of principal and interest amounting to $2.2 billion made to U.S. lenders. Maturities vary from 10 to 30 years, with fixed or variable semi-annual interest payments. The service functions are currently contracted out. The final type of credit instrument consists of partial loan guarantees to foreign financial institutions. There are currently 50 financial institutions participating in this program, amounting to $15 million in guarantees. The receipt and disbursement functions consist of the maintenance of appropriate deposit and escrow accounts, provision of required collateral, the investing of collected balances and maintenance of financial records related to these activities. Loan accounting and collections require the establishment and maintenance of computerized accounting records for each loan on a current basis and related loan histories, and the issuance of accurate and timely notices of payment due to each borrower. Registration and transfer of securities includes providing notes evidencing interests, canceling old notes of sellers, issuing new notes to buyers, and maintaining related records of ownership. Maintenance of documents requires managing records for easy access and protection from damage. Financial reporting embodies establishing and maintaining an accounting data base to provide input into the agency s accounting system, and preparation of timely and accurate financial reports. The contractor chosen to implement this program shall have demonstrated experience in the management of a large number of loans with balances in excess $1 million with international borrowers, performance of the functions related to an escrow, paying and transfer agent, development and implementation of policies and procedures to administer a loan portfolio in excess $10 billion, processing of foreign currency and international payment transactions, and internal audit capabilities. A single award with a 2 year base period and 3 one year options is planned.
