A -- BROAD AGENCY ANNOUNCEMENT -- ADULT EDUCATION TECHNOLOGY SOL RFP-98-R-0005 DUE 031898 POC Yolanda L. The U.S. Department of Education (ED) is interested in receiving abstracts for research projects that explore new, creative, and innovative applications of technology or that explore creative modifications of existing technologies to deliver adult education and literacy instruction, staff development, and related program support services to adult learners in the 21st century. Abstracts for projects submitted under this Announcement shall focus on one the three following area: Catergory 1: Quality Instructional Technology Applications; Catergory 2: Quality Staff Development Applications; Catergory3: Related Program Support Services. ED expects to make three to four awards which will be for no longer that 36 months, with a total cost of $5,980,00.00 for all categories. Anticipated opening date: February 20, 1998 and the anticipated closing date: March 18, 1998. Telephone request shall be made to (202) 708-6498 or Email: yolanda_abney@ed.gov. SUBMISSION REQUIREMENTS: DEADLINE TO SUBMIT ABSTRACTS (26 DAYS AFTER ISSUE DATE). To be considered, abstracts shall be received by 2:00 P.M., EST, March 18, 1998 at the above address. All abstracts must include the identifier RFP:ED-98-R-0005 and title on all packages. Upon official release, this BROAD AGENCY ANNOUNCEMENT(BAA) will be available on the OCFO Web site under the Contract Information Page. The Web site, Sharon Masciana at (202) 708-7665. There will be no formal RFP or other solicitation regarding this requirement. ED will use a two step submission process to evaluate proposals submitted in response to this announcement. Step 1- Offerors must submit abstracts which shall include proposed theoretical and technical approaches, and a cost summary of their budget. ED will reviews the abstracts to establish a competitive range. Step 2- ED, after the competitive range is performance-based, from those offerors who make the competitive range. In the invitation, ED will specify proposal format and content required by regulation, standards for an offeror-developed Statement of Work, a schedule of deliverables, a cost proposal that provides sufficient detail to allow assessment of cost, evidence of the offeror's capacity to perform the work proposed, details on past performance, and contractor performance information from relevant organizations. A request for proposal does not assure subsequent award. ED reserves the right not to fund a project. Abstracts will be reviewed by government and nongovernment peers.
