NASA/KSC plans to issue a Request for Proposal (RFP) for expendable launch vehicle services to place NASA and NASA-sponsored small-class payloads into the required orbit within a specified launch window. NASA intends to award multiple firm-fixed-price indefinite-delivery indefinite-quantity task order contracts, each containing a maximum quantity of 16 launch services. The competition will be limited to the United States launch vehicle industry pursuant to 10 U.S.C. 2304(c)(5). Launch site(s) must be located within the United States. Successful offerors must have demonstrated one successful launch of the proposed launch vehicle configuration(s). The standard launch service will include launch vehicle hardware/software, program management, mission integration services, and launch site support. Special task assignments, a menu of non-standard services, and baseline vehicle information to support NASA knowledge and insight requirements will also be included. The SIC Code and Size Standard are 3761 and 1000 employees, respectively. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An ombudsman has been appointed. NASA Kennedy Space Center intends to issue a Draft Request for Proposal No. 10-98-0016 for industry comment on or about March 2, 1998, and a Final Request for Proposal on or about March 20, 1998.
