A-133 FOR USAID-MANAGED P.L. 480 TITLE II PROGRAM SOL OP/A/FAO-98-tf2 DUE 030998 POC Contact Point: Tad Findeisen, (202) 712-1196 The U.S. Agency for International Development (USAID) seeks a contractor/individual consultant(s) to assist Agency in developing and drafting Compliance Supplement to OMB-Circular A-133 for USAID-managed P.L. 480 Title II Programs. P.L. 480 Title II, as established in 1954, is a USAID-managed food aid resource that is programmed through international organizations (IOs), non-governmental organizations (NGOs), and private voluntary organizations (PVOs) -- traditionally Food for Peace's (FFP's) "cooperating sponsors" -- to address both development and humanitarian relief, rehabilitation and disaster preparedness objectives. In emergency situations, Title II may also be programmed Government-to-Government, although examples of this are not common. The Supplement must specifically address the audit issues which are unique to P.L. 480 Title II Programs. The implementation of a comprehensive P.L. 480 Title II Compliance Supplement will provide auditors performing single audits of USAID Grantees with a definitive framework for the review of P.L. 480 Title II programs. The Statement of Work will contain guidelines providing Contractor instruction on the review and processes necessary to develop and promulgate a comprehensive P.L. 480 Title II Compliance Supplement. This procurement is 100% set-aside to SIC code 8742 (Management Consulting Services, Small Business Size Standard $3.5 million) Small Business entities. Independent U.S. consultants are also eligible to bid. Bidders must bid on the entire work required to be performed. Full description of USAID requirements is found in the Solicitation.
