Under the authority of FAR 6.302-1(a)(2)(ii), this firm is considered the only source supplier of these services because they are the designer and manufacturer of the High Performance Rescues Vehicle already being tested and owned by the government. The proposed purchase order is for the installation of a suspension kit consisting of strut, charge kit and necessary fluid. The installation is part of an ongoing research and development initiative to uncover the effect changes to the subject vehicle's suspension and other components have on performance. In order to maintain the integrity of the test it is vital that all components be installed by the same company using the same methodology. This notice of intent is not a request for competitive proposals. However, all responses received within 30 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
