The National Park Service (NPS), Acadia National Park, is seeking the services of an A/E firm to perform miscellaneous architectural, engineering, and/or landscape architectural projects in Acadia National Park, Bar Harbor, Maine. Projects include, but are not limited to, construction and/or rehabilitation of all types of National Park facilities including visitor centers, entrance stations, administrative and maintenance facilities, comfort stations, concession facilities, waterfront facilities, campgrounds, picnic areas, parking lots, roads, trails, carriage roads, bridges, structures, utilities, and water and sewage systems, and preparation of compliance documents to meet the requirements of the National Environmental Protection Act, the National Historic Preservation Act, Americans with Disabilities Act, and applicable state and local laws. Many of the park facilities are cultural resources listed on the National Register of Historic Places. The services desired include, but are not limited to, schematic design, design development, hazardous materials assessments, and other Title I services; Title II services including construction drawings, construction specifications, construction estimates, and operaton and maintenance manuals; and Title III services including construction observation, site visits, and review of submittals and shop drawings. Required disciplines include landscape architecture, architecture (including experience with historic architecture and historic landscapes), and engineering (civil, electrical, mechanical, sanitary, structural, geotechnical, and surveying). All services will be provided under an indefinite quantity contract with individual delivery orders issued against the contract. The total of work per year will not exceed $300,000 and each work order will not exceed $100,000. The contracting firm is guaranteed a minimum of $10,000 during the life of the contract. The term of the contract shall be one year with four one-year option periods. All work will be guided by NPS policies and directives. The following criteria shall be used in the evaluation of prospective firms: 1) Professional qualifications of the firms and staff proposed for the performance of desired services in the specialized areas described above -- 25%. 2) Demonstrated successful recent past performance of projects requiring specialized experience/technical expertise in the types of services listed above -- 25%. 3) Experience and familiarity with National Park Service facilities, federal construction and contracting regulations, and the conditions of coastal Maine -- 20%. 4) Proven ability to accomplish projects within time schedules and within project estimates -- 15%. 5) Ability to communicate orally, in writing, and in person on a daily basis with the Acadia National Park staff -- 15%. This announcement is open to all firms regardless of size and is subject to Public Law 100-656. Firms that meet the requirements described in this announcement are invited to submit a Letter of Interest and completed Standard Forms 254 for the prime and each consultant and a team Standard Form 255 which should be received no later than thirty calendar days from the date of this publication to: National Park Service, Contracting Officer, 15 State Street, Boston, Massachusetts 02109-3572. Standard Forms 254 and 255 should be accompanied by a letter which provides the following: a summary list of all team disciplines, a summary list of all team members, and proximity of the closest full service office to Bar Harbor, Maine. Submissions of office brochures is encouraged only to the extent that they, via drawings and photographs, substantiate the relevant work specifically described on the Standard Forms 254 and 255.
