Army Corps of Engineers proposes to enter into a Cost-Plus-Award-Fee
contract wherein the contractor shall provide all labor, equipment,
fuel, supplies, transportation, supervision, and management to inspect,
operate, maintain, repair, and rehabilitate flood control facilities
and features managed by the Vidalia, Louisiana Area Office. Inclusive
in this scope are emergency operations that may arise in this area. It
is the Government's intent to award one contract in relation to this
solicitation. This award will result in a Cost-Plus-Award-Fee type
contract for a base year with four option years. Selection of a
contractor will be made by an integrated assessment of the proposals
submitted. The integrated assessment will involve a determination by
the Government of the overall merit of each offeror's proposal. All
offeror's proposals will be evaluated in the following technical areas
in descending order of importance and assigned a numerical score: a)
management capability, b) experience and technical expertise of key
personnel, c) equipment, d) staffing, e) experience of firm (past
performance). This technical evaluation will be accomplished without
reference to cost. Cost proposals will not be scored, but will be
evaluated for reasonableness by cost/price analysis. The total
estimated contract cost will be considered as an independent element
from the technical evaluations. Cost proposals will be reviewed for
completeness, credibility, and compatibility with the proposed
technical capability. Award will be made to the highest evaluated
offeror whose offer conforms to the solicitation and has been evaluated
as most advantageous to the Government considering all technical
factors and costs. All responsible sources may submit a proposal which
shall be considered. Issue date on or about 5 Mar 98. Closing date on
