This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Oracle Upgrade, Forms and Reports Conversion Project STATEMENT OF WORK All Oracle forms and reports on the WSTF Sun Business System shall be upgraded to Developer/2000 for Year 2000 compliance. The Oracle Financials software will be upgraded on-site as part of the Financials upgrade to version 10.7 SC, Production 16.1. The WSTF Training Database and the Quality Document Database applications will also be upgraded on-site because the upgrade of these systems also includes re-analysis and re-design. However, because of resource limitations, the Resource Tracking System (RTS) and the MSDS & Chemical Inventory System (MSDS) upgrades shall be done off-site. This Statement of Work defines the requirements for the RTS and MSDS conversion. 1. RTS and MSDS forms shall be converted from SQL*Forms 3.0 to Developer/2000 Version 1.3.2 for Windows, Forms 4.5.7.1.2E. 2. RTS and MSDS reports shall be converted from SQL*ReportWriter 1.1 to Developer/2000 Version 1.3.2 for Windows, Reports 2.5.5.2.5C. 3. The upgraded forms and reports shall follow visual standards detailed in Oracle Applications Coding Standards (Oracle documentation part# A42530-1) so that all Sun Business System applications have the same look and feel to the end-user. 4. The upgraded forms shall be 100% compatible with the Oracle Developer/2000 and Designer/2000 tools. 5. The upgraded forms shall support full mouse navigation to ensure that existing validation code in the key triggers is fired when the mouse is used to navigate the form. 6. Mouse navigation source code shall be provided. 7. The upgraded forms and reports shall be compatible with Oracle Web Forms (Developer/2000 1.x W). 8. All dates in upgraded forms and reports shall be Year 2000 compliant by using a date format that supports 4 digit years. 9. The upgraded forms and reports shall be installed, tested, and verified by September 1, 1998. Customer support shall be available for a minimum of 6 months after the upgraded forms and reports are installed, tested, and verified. Verification shall be documented on the WSTF validation plan. Any interested parties should contact Janet Reese for the document which lists the size of the forms and reports in bytes to be converted. We will provide any additional detail required for accurate cost estimates. The provisions and clauses in the RFQ are those in effect through FAC 97-3. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 7371 and $18 Million, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact by the date/time specified and include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. FAR 52.212-5 is applicable with the exception of (b)(4)(10) (11)(13)(14)(15)(16)(17)(c)(3)(5) Questions regarding this acquisition must be submitted in writing no later than 02/20/98. Quotations are due by 3:00pm MST on 02/26/98, to the address specified above and to the attention of Janet Reese. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed -- See Internet Note "B". Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
