Request for Quote (RFQ) for a study entitled "Langmuir Probe and
Spacecraft Potential (LPSP) for the Propulsive Small Expendable
Deployer System (ProSEDS) Mission." This study is being procured under
the University Research BOA Program with the university community
within the United States. The purpose of this study is to produce a
Preliminary Design Study for the LPSP. Research will be at the selected
contractor's facility with a period of performance from date of award
through June 30, 1998. Quotations will be evaluated using best value
criteria stipulated in the BOA. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The SIC Code and
Size Standard are 8733 and $5M, respectively. The DPAS Rating for this
procurment is DOC9. The anticipated release date of RFQ 8-1-8-RA-73036
is on or about February 12, 1998 with an anticipated quote due date of
on or about February 20, 1998. All qualified responsible sources may
submit a quote which shall be considered by the agency. An ombudsman
has been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
