byrnes@fetc.doe.gov. ANNOUNCEMENT OF AVAILABILITY OF SOLICITATION. This
Program Research Development Announcement (PRDA) is sponsored through
the National Petroleum Technology Office, Tulsa, Oklahoma, the
implementing program office for the Department of Energy (DOE) Fossil
Energy's National Oil Program. The primary mission of the National Oil
Program is to conduct oil related research and development activities
by expanding the knowledge base through which industry can bring
additional oil resources and new technology options into the
marketplace in a cost-effective and environmentally acceptable manner.
The general objective of this PRDA is to support research which
supplements and complements, but does not duplicate or displace private
and other public research and development efforts. The purpose is to
solicit cost shared research and development proposals addressing five
broad Areas of Interest, including: (1) Advanced Diagnostics and
Imaging Systems, (2) Production Research, (3) Integrated Prospecting
Concepts,(4) Processing Research, and (5) Oil and Gas Environmental
Research. Each proposal shall target one of the following eighteen (18)
Technical Topics (i.e., not the Area of Interest) and should focus on
cost effectively improving current technologies. Area of Interest #1 --
Advanced Diagnostics and Imaging Systems: -- Pore scale imaging, --
Wettability and imbibition, -- In-situ relative permeability, or --
Up-scaling techniques. Area of Interest #2 -- Production Research: --
Gas Flooding, -- Chemical Flooding, -- Microbial Flooding, -- Heavy Oil
Recovery, -- Novel Processes, or -- Reservoir Simulation. Area of
Interest #3 -- Integrated Prospecting Concepts: -- Modeling of dynamic
sedimentary hydrocarbon systems, or -- Risk Assessment technology.
Area of Interest #4 -- Processing Research: -- Pollution Prevention, or
-- PM2.5 Science-Based Regulations. Area of Interest #5 -- Oil and Gas
Environmental Research —Soil Remediation, -- Air Emissions, --
Innovative Waste and Produced Water Management, or -- Risk
Assessment/Streamlining. A minimum cost share of twenty (20) percent of
the total estimated cost is required. This solicitation will be made
available via the internet as a Word Perfect 6.1 (Windows) document or
in the Portable Document Format (PDF) on the World Wide Web (WWW) at
http://www.fetc.doe.gov (select "solicitations") on or about March 2,
1998 and that the closing date for submission of proposals will be 45
days after issuance of the solicitation. If you do not have access to
