Institute (OSRI) Deadline for RECEIPT of applications in the Cordova
office: By 5 p.m. Alaska time on Thursday, February 26, 1998 The Oil
Spill Recovery Institute announces a competition for a Technical Writer
Proposals are now being accepted for a contract award to a technical
writer to compile proceedings from a conference scheduled March 18-19,
1998, in Anchorage, Alaska. The grantee will be responsible to
document the presentations made at the "Dispersant Application in
Alaska: A Technical Update" conference and prepare a proceedings
document ready to be sent to the printers by no later than May 1, 1998.
This conference is co-sponsored by the Alaska Department of
Environmental Conservation, Alyeska Pipeline Service Company/Ship
Escort Response Vessel System (SERVS), Prince William Sound Regional
Citizens' Advisory Council, U.S. Coast Guard, and the OSRI. The
technical writer will: (1) Attend the "Dispersant Application in
Alaska: A Technical Update" conference (Anchorage Hilton Hotel, March
18-19, 1998). (2) Meet with representatives of the co-sponsoring
organizations once in Anchorage or by telephone prior to the conference
to discuss the outline for the proceedings document and discuss
expectations; the proceedings document will include (i) general
introduction, (ii) the speakers' presentations, (iii) summaries of the
panel discussions and (iv) address list of conference speakers and
registrants. (3) Receive electronic or computer disk copies of
presentation papers written by individual speakers (including graphics
or other visuals) from the conference sponsors' consultants; the
consultants are requesting these copies from speakers prior to the
beginning of the conference. It is expected that the technical writer
will leave the conference with the speaker presentation papers. (4)
Prepare draft summaries of the five panel discussions scheduled on
March 19 and submit these drafts to the Chairs of each panel for final
editing by no later than March 30; the panel Chairs will be asked to
return their edited drafts to the technical writer by no later than
April 10. (5) Compile a proceedings document in final publication form
(camera-ready) by no later than May 1, 1998. Submit this document to
the OSRI. Publication of the proceedings document will be arranged by
OSRI staff and distribution to all conference registrants and speakers
will be completed by May 15, 1998 by OSRI staff. The duration of this
contract will be approximately two months. Budget amount not to exceed
$3,500. Publications costs for the proceedings are separate from this
grant. Application Process Interested candidates must submit an OSRI
application package. This application may be obtained by calling the
OSRI office at (907) 424-5800; or by sending an e-mail request to

number and/or address. As part of the application package, submit a
project description of no more than 5 pages including summary,
objectives and a time line. Attach the applicant's curriculum vitae and
a budget showing total project cost and the budget amount requested as
an OSRI contract. The curriculum vitae must include the applicant's
educational background, work experience and samples of writing and
publishing. The proposal text should be single-spaced with a 12-point
font (or larger) and one inch margins on all sides. Proposal Evaluation
Technical and Professional Experience -- Applicants should have
demonstrated ability to perform the project tasks and experience in
writing and publishing technical material. Preference will be given to
those who have prior understanding and knowledge about dispersants and
the terminology, or those with experience in the application of
dispersants. Other criterion -- Proposed budget, overall presentation
made in the proposal, and general knowledge of the oil industry and oil
pollutionissues will be considered in review of the proposals.

preparation and submission of proposals must follow the guidelines

background in technical writing and publishing are invited to submit
proposals. Applicants should be experienced in the topic of dispersant
use for oil spill response (see the Proposal Evaluation criteria
above). Awards Proposals are due at the OSRI office in Cordova, Alaska,
by 5 p.m. Alaska time on Thursday, February 26, 1998. They will be
evaluated by the OSRI staff and representatives from the conference
co-sponsors. Determination of the grantee will be communicated to all
applicants by March 6, 1998. The award will be made as soon as contract
negotiations allow with support up to $3,500. Additional Information

authority of the Oil Pollution Act 1990. It will be used in connection
with the selection of qualified proposals and may be disclosed to
qualified reviewers and staff assistants as part of the review process;

the application review process, award decisions, or the administration
of awards; to government contractors, experts, volunteers, and
researchers as necessary to complete assigned work; and to other
