N EARLE (508) 233-5917 (Site Code DAAN02) The U.S. Army Soldier Systems
Command (SSCOM), Natick Research, Development, and Engineering Center
has a requirement for 188 outer tactical body armor vests. The outer
tactical vest (OTV) consists of a camouflage carrier with removable
ballistic inserts, modular collar, shoulder pads and groin protector.
The OTV provides protection from conventional fragmenting munitions and
multiple hits form 9mm handgun rounds. Interchangeable, sized, upgrade
small arms, contoured plates does are inserted into front and back
pockets on the carrier to provide vital organ protection against small
arms rifle bullets and indirect flechettes. (This RFQ does not include
the procurement of the contoured plates). Upon request a copy of the
Request For Quote (RFQ) and a copy of the drawing will be sent to
potential contractors. To be eligible for award, a contractor must
deliver a Product Demonstration Model (PDM) and quote to the Government
by March 2, 1998. The requirement calls for delivery of items by April
1, 1998. The evaluation criteria for award are cost, delivery
schedule, and quality of the PDM. These factors are considered to be of
equal importance. Multiple awards may be made for this requirement.
This requirement is being procured under simplified acquisition
procedures and is a 100 percent set-aside for small business. The
standard industrial classification (SIC) code is 2399 and the size
