synopsis; a solicitation is not presently available, however the
following description is provided to assist offerors in determining
their interest in providing the requested services. Nonpersonal
Services: Furnish all labor, materials, supervision, and transportation
to provide operational and technical expertise to support wargaming,
modeling and simulation, and doctrine education. Potential contractors
may be required to provide support at remote locations and to provide
temporary personnel with specialized, technical expertise to meet
surge requirements during periods of intensive activity. Services will
be performed in the College for Aerospace Doctrine, Research, and
Education (CADRE) building 1400,1400A, and 1406, Air University,
Maxwell AFB, AL. This requirement provides operational support to the
wargame development life cycle; wargame design (definition and scenario
development); process development and testing; preparation and
execution; after action review (AAR) andcritique processing; and other
areas as required. Doctrine education analysis and operations support
includes curriculum development; multimedia course materials
development, to include interactive courseware and videotapes;
instructor support; doctrine education training and instruction;
distance learning support; preparation of doctrinal orientation
materials; providing subject matter expertise for doctrine education,
distance learning technology and other areas as required. In order to
be considered a potential source, interested parties must submit clear
and convincing documentation demonstrating their ability to satisfy
the requirements specified above. The documentation shall include
prices and descriptive literature containing sufficient technical
documentation to establish a bona fide ability to meet this
requirement, and past and/or current experience with a requirement of
similar size and scope. For purposes of this procurement, the small
business size standard is $5M. The Standard Industrial Classification
(SIC) Code for this acquisition is 8299. Small Business (SB) concerns
should indicate interest in this acquisition by providing to the
Contracting Officer, in no later than 10 days of this notice, evidence
of capability to perform this requirement and positive statement of
eligibility as a small business concern. Indications of interest from
SB concerns without the required information regarding capability and
eligibility will not be considered in determining the suitability of
this requirement for a SB set-aside. Replies to this notice are
solicited from both large and small business concerns. Only written
responses will be considered. Facsimile responses are not allowed. NO
TELEPHONIC INQUIRIES TO THIS NOTICE WILL BE CONSIDERED. All responses
from responsible sources will be fully considered. As a result of
analyzing responses to this synopsis of intent, the contracting officer
may determine that a solicitation will be issued. A solicitation will
