Center (ASC), Precision Strike System Program Office (SPO), is
conducting a Market Survey of Industry to determine potential
contractors, in addition to Lockheed-Martin-Vought Systems (LMVS), who
have the knowledge, skills, facilities and equipment required to
successfully complete this effort. This acquisition is for
modification, upgrade and logistics support of the
AGM-142/AGM-130/GBU-15 Mission Squadron Trainer (MST). The MST is a
TOPSCENE Deployable Device providing real-time, high-fidelity,
photo-based image generation of geospecific terrain and cultural
feature imagery. The TOPSCENE Deployable Device is integrated with the
weapon system 6-DOF, the aircraft display and control (HOTAS). The
level of effort for this acquisition is best described as a systems
level contract, with the provider of this effort providing complete
systems integration responsibilities for the Mission Squadron Trainer
to the government. The Mission Squadron Trainer acquisition includes:
(1) Providing systems engineering, integration, configuration
management and developing logistics support. The Air Force expects to
make enhancements to the MST over the life of the effort. (2) Modifying
an AGM-130/GBU-15 Mission Squadron Trainer into an affordable AGM-142
Mission Rehearsal and Squadron Trainer. (3) Integrating new weapon or
aircraft changes resulting from Engineering Change Proposals. (4)
Identifying and integrating enhancements of either the AGM-142 Mission
Rehearsal and Squadron Trainer or AGM-130/GBU-15 Mission Squadron
Trainer. (5) Providing technical support to include on-line maintenance
of all Mission Squadron Trainers. (6) Generating TOPSCENE guided weapon
rehearsal/training databases. (7) Providing training for all Mission
Squadron Trainers and DataBase Generation System to include operations
and maintenance. (8) Providing Mission Squadron Trainer for future
Foreign Military Sales. The government does not possess the capability
nor adequate documentation necessary for sound system integration of
the Mission Squadron Trainer to complete this effort. Data packages are
incomplete or not available; some can be obtained from commercial
sources. All interested sources must submit a statement of capability
(SOC) for consideration by the government in accordance with Note 25
within 15 days after publication of this notice to Ms Becky Kirk, 102
West D Avenue, Suite 168, Eglin AFB FL 32542-6807. After the Statements
of Capability have been screened, any draft or final solicitation will
be issued to prospective sources who, in the sole judgment of the
purchasing activity, have the capability to successfully meet the
Mission Squadron Trainer program requirements. This is not a request
for proposal and is not be construed to be a commitment by the
government. Procurement is contingent upon receipt of funds. Firms
responding to this notice should indicate whether they are small or
small disadvantaged business IAW FAR 52.219-1. The Standard Industrial
Classification Code for this acquisition is 3769. The government
reserves the right to consider a small business set-aside based on the
responses submitted. Responding firms must have a secret level
security clearance and be export controlled certified IAW DoD Directive
5230.25. Export control certification may be obtained through the

Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Program Manager or Contracting Officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
