This solicitation is reserved for competition limited to 8(a) firms. Geographical restriction: Only 8(a) firms located in the Albuquerque District which have SIC Code 1522 among their approved SIC codes may participate. All other firms are deemed ineligible to submit offers. Contractor shall furnish all on-site labor, supervision, materials, tools, and equipment necessary to renovate and remodel a 3-story Visiting Officers Quarters at Kirtland AFB, NM. Work consists of, but is not limited to, selective demolition including asbestos and lead paint abatement; removal of interior partitions and finishes; roofing; windows; plumbing fixtures and piping; roof-mounted air-washers and associated ductwork; electrical system including distributions and branch circuit panel boards, lighting, and telephones. The basic contract line item includes, but is not limited to, enclosing stair towers, improving handicapped access, upgrade of the fire protection system, replace carpet, replace hallway lighting, replace doors and frames, replace wall coverings, effect seismic repairs, upgrade the mechanical system, replace concrete floor throughout, and abate asbestos and lead. Three optional contract line items will be included as follows: Option Item 1 for the replacement of the existing built-up roof system with a preformed metal roofing system. Option Item 2 to add a keyless entry system for the suite entry doors. Option Item 3 to add double cell shades for bedrooms and sitting rooms in place of horizontal louver blinds. IAW FAR 36.204, the magnitude of construction is estimated as follows: between $250,000 and $500,000. The solicitation will be evaluated using Best Value procedures. An integrated assessment of the offer's price and past performance will be performed. Evaluation criteria will be set forth in Sections L and M of the solicitation. The Government reserves the right to award a contract to other than the lowest price offeror. Note: Funds are not presently available for this project. No award will be made until funds are available. The government reserves the right to cancel this solicitation, either before or after receipt of proposals, with no obligation to the offerors by the government.
