The Ogden Air Logistics Center will issue the Request for Proposals
(RFPs) for the Environmental Construction/Services Program on or about
02 Mar 98. The RFPs will be issued over the internet at address:
http://contracting.hill.af.mil/html/operational/env1.htm. No hardcopies
of the RFPs will be issued. The objective of this program is to remedy
contamination problems on sites located on Hill Air Force Base (AFB),
Utah, or on adjoining properties such as the Utah Test and Training
Range, and Little Mountain Test Annex. The Contractors shall be
required to furnish personnel and equipment to respond to requests for
design and/or construction of remediation systems, long term
monitoring, long-term operations and maintenance, and time
critical/emergency remediation/cleanup actions. Multiple Indefinite
Delivery/Indefinite Quantity (ID/IQ) contract awards (up to four) are
anticipated with a total program value of $42 million. Of the four
contracts, the government anticipates awarding one to an 8(a) firm and
one to a small business firm if the government determines, from the
proposals, there are offerors in these categories capable of satisfying
the requirement. The remaining two (2) contracts will be awarded to
qualified firms, regardless of size, as a full and open competition.
The Standard Industrial Classification (SIC) for this acquisition is
8744. The government anticipates contract award August of 1998 with a
three year basic period, plus two (2) one-year options. Proposals are
due by 1600 Mountain Standard Time on 16 Apr 98. Direct questions to

The approximate issue/response date will be 02 Mar 98. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. An Ombudsman
has been appointed to hear concerns from offerors or potential
offerors during the proposal development phase of this acquisition. The
purpose of the Ombudsman is not to diminish the authority of the
program director or contracting officer, but to communicate contractor,
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
