Bids sought for a firm fixed-pirce supply contract designated EXPLOSIVES -- WALDEN POINT, with delivery to Annette Island, Alaska (southwest of Ketchikan). A new road is being constructed from Metlakatla to Walden Point (at the north end of the island), the site of a proposed ferry terminal. Construction of the road, including the drilling and blasting of rock, will be carried out as a training exercise by the U.S. Military. The Federal Highway Administration will administer this supply contract in support of the U.S. Military's efforts. The Contractor will provide explosive materials and technical support necessary for the drilling and blasting of approximatley 196,000 cubic meters of rock to be excavated along a 9.0 kilometer section of the new roadway alignment. The contractor shall provide: 1) explosive materials -- including explosives, complete ignition systems, and required associated items necessary for production blasting and controlled blasting; and 2) technical support services in blasting technology, including blasting plans. All explosives shall be delivered to Hemlock Bay on Annette Island. The Contractor's technical support personnel will be required to be on Annette Island to oversee the transporting, loading, setting up of initiation systems and detonation of explosives by the U.S. Military.
