301-344-0298 The Agricultural Research Service, USDA, plans to enter
into a contract for the design of a new facilities, renovation and
demolition of buildings at the Avian Disease and Oncology Laboratory in
East Lansing, Michigan. The scope of work for the design will include
a 6,000 gross square feet additional laboratory wing to an existing
building, renovation of the main and administration buildings, new
construction of breeder and experimental farm buildings and demolition
of existing buildings. The design will incorporate all the buildings
involved and an environmental assessment of the impact of the new
building construction to include completing an Historic Survey in
accordance with the Agency requirements. The estimated cost of
construction of the new building, and the construction cost of all
building renovation work and additions will be between $15 and $16
million. Evaluation of firms will be made on the following criteria,
each element being of equal importance: A) Professional qualifications
necessary for satisfactory performance. The selected A-E will have
professional registration (for the architect and all engineers of
record) in the state of Michigan. If the A-E is registered in states
other than the state of Michigan, then they will be required to obtain
registration in Michigan by reciprocity or by comity (for purposes of
making submission of plans to the state and local officials for
review.), B) Specialized experience and technical competence in the
type of work required, including where appropriate, experiences in
energy conservation, pollution prevention, waste collection and
disposal, design of generic animal research laboratories,
animal/Specific Pathogen Free (SPF) biocontainment facilities,
renovating existing facilities registered with the State Historical
Preservation office, and demolition and disposal of existing
facilities. C) Staffing and equipment to accomplish the work in the
required time; D) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedule; and E) located within
100 miles radius of East Lansing, Michigan. Any SF-254 and SF-255 Forms
received after the exact date/time set for receipt will be handled in
accordance with FAR regulations, Paragraph 15.412. Firms meeting the
requirements are invited to submit SF-254's and SF-255's under this
