The National Cancer Institutes plans to procure a Gene Chip Expression
Analysis System and Analysis Software from Affymetrix Inc. 1145 Sonora
CT, Sunnyvale, CA 94086. This is a combined sole source
synopsis/solicitation for Commercial Items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) 12.6, as
supplemented additional information included in this notice. This
announcement constitutes the only solicitation and a separate written
solicitation will not be issued. This solicitation document and
incorporated provisions and clauses are those in effect through FAR
Circular 97-02. This acquisition is set-aside for small businesses. The
Standard Industrial Classification Code is 5049 and the business size
standard is 100. Affymetrix Inc. is the only source known to NCI that
can meet the requirement and this notice of intent is not a request for
competitive proposals. However, all responsible sources that believe
that they can meet the requirement may submit offers. The Gene Chip
Expression Analysis System will be used for the rapid detection of
generic variation in DNA and RNA samples currently being collected.
This system also will employ DNA chips produced to contain up to 25,000
DNA segments. This method is more sensitive and rapid than existing
techniques. The system shall be capable of the following: 1. Shall
combine solid phase chemical synthesis with photo lithographic
fabrication techniques. 2. Shall be capable of scanning high density
arrays of sequences which can be accessed simultaneously through
automated con-focal argon laser interrogation. 3. Shall include image
processing software capable of processing information from the high
density arrays in 30 minutes or less. 4. The software shall be able to
gather experimental information from the operator through dialog
boxes. 5. The software shall be able to generate real-time image of
fluorescence intensity information from the probe array and store it in
a raw data file. 6. Shall have the capability to probe arrays withas
many as 400,000 different probes. 7. Shall be able to scan a 1.28cm x
1.28cm probe array labeled with a single dye in 5 minutes. 8. The
software shall automate the control of both the scanner and the
fluidics station. 9. The software shall acquire and average
hybridization intensity data as well as print image, sequence and
report files. 10. The contractor shall provide a year 2000 warranty for
each hardware, software, and firmware product delivered under this
contract. The Contractor shall be able to accurately process date data
(including, but not limited to, calculating, comparing, and
sequencing) from, into, and between the twentieth and twenty-first
centuries and the year 2000 and leap year calculations. Nothing in this
warranty shall be construed to limit any rights or remedies the
Government may otherwise have under this contract with respect to
defects other than Year 2000 performance. The warranty shall otherwise
be for a period of one year, parts and labor. Delivery shall be FOB
Destination, inside delivery within 90 days after receipt of order.
This solicitation incorporates the provisions at FAR 52.212-1,
INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS and at FAR 52.212-3, OFFER OR
REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS. The latter
provision includes the DUNS NUMBER ADDENDUM. The resulting contract
will incorporate the requirements of the clause at FAR 52.212-4,
CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS, and the requirements
contained in paragraphs (a) and (d) of the clause at FAR 52.212-5,
CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUES OR
EXECUTIVE ORDERS COMMERCIAL ITEMS-DEVIATION FOR SIMPLIFIED
ACQUISITIONS. The following FAR clauses cited in paragraphs (b) and (c)
of the clause at FAR 52.212-5 are also applicable to this acquisition:
FAR 52.222-26, "Equal Opportunity;" FAR 52.222-35 "Affirmative Action
for Special Disabled and Vietnam Era Veterans; FAR 52.222-36
"Affirmative Action for Handicapped Workers;" FAR 52.222-27,
"Employment Reports on Special Disabled Veterans and Veterans of
Vietnam Era;" and FAR 52.225-3 "Buy American Act -- Supplies." All
offers must be accompanied by a completed copy of FAR 52.212-3, OFFEROR
REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS, with DUNS
number addendum. These representations and certifications must be
signed by an authorized representative of the offeror. Offers must be
submitted on an SF-18 or SF- 1449 with a completed "Schedule of
Supplies/Services." Offers must also be accompanied by descriptive
literature, warranties, and/or other information that demonstrates that
the offeror meets the foregoing requirements. The contract will be
awarded to the lowest price offer that fully meets the requirements of
the solicitation. All offers must be received within 20 days after
publication of this notice, close of business (5:00 pm EST.). Full text
