Conduct of an annual survey to collect participation, catch, and effort
data on marine recreational fisheries of the Atlantic, Pacific, and
Gulf coasts. Data collection shall be by means of on-site intercept
interviews and telephone interviews. The results of the intercept
interviews and the telephone interviews are processed by the National
Marine Fisheries Service to produce estimates of total catch by species
and total fishing effort. Offers may be submitted for either or both of
the (1) on-site intercept interview data collection, or (2) telephone
interview data collection. The period of performance for conduct of the
intercept interviews shall be from January 1 through December 31, 1999.
Telephone interviews shall be conducted from January 1, 1999 through
January 31, 2000. Delivery of all data collected (intercept and
telephone) shall be completed by February 29, 2000, and delivery of
final documentation must be completed by April 30, 2000. Options shall
be included for the 2000 survey (intercept interviews from January 1
through December 31, 2000. Telephone interviews from January 1, 2000
through January 31, 2001. Delivery of all data collected (intercept and
telephone) completed by February 28, 2001, and delivery of final
documentation by April 30, 2001.) and; the 2001 survey (intercept
interviews from January 1 through December 31, 2001. Telephone
interviews from January 1, 2001 through January 31, 2002. Delivery of

resultant contract will be subject to the Service Contract Act and the
place of performance for work other than on-site intercept interviews
is unknown. Wage determinations will be requested for all locations at
which on-site intercept interviews are to be conducted. Additionally,
wage determinations will be requested for San Diego, CA, Chicago, IL,
Metropolitan Washington, DC, Denver CO, Salt Lake City, UT, and Radnor
PA. The Contracting Officer willrequest wage determinations for
additional localities if asked to do so in writing by 5:00 P.M. Eastern
Standard Time, on the fourteenth calendar day after the date of
issuance of Solicitation No. 52-DGNF-8-90016. Solicitation No.
52-DGNF-8-90016 will be issued on or about March 6,1998 and will close
on or about April 20, 1998. All requests for copies of the
solicitation document shall be in writing. No telephone requests for
