The HUD Pennsylvania State Home Ownership Center (HOC) is seeking the services of a contractor to manage HUD single family properties (1-4 units) owned by or in the custody of the Department, to successfully market those single family properties which are owned by HUD, and to successfully oversee the sales closing activity, including proper accounting for HUD's sales proceeds. The geographic area of the HUD Pennsylvania State HOC encompasses the following HUD field offices: Boston, MA, Manchester, NH, Providence, RI, Hartford, CT, Bangor, ME, Burlington, VT, New York City, NY, Albany and Buffalo, NY, Newark and Camden, NJ, Philadelphia and Pittsburgh, PA, Baltimore, MD, Washington, D.C., Richmond, VA. HUD contemplates the immediate need for contractor(s) in at least four field offices. HUD intends to award Requirements Type contracts for these services and reserves the right to make multiple awards. The RFP will contain provisions for a base year and four (4) one year option periods. Potential offerorsare cautioned that exercise of the option year periods is not guaranteed. HUD intends to obtain the best value for these services by utilizing a tradeoff source selection process by which technical considerations are considered more important than price. Offerors will be required to submit a technical proposal which describes their experience, past performance, technical and management capability and quality assurance plan. This RFP is Unrestricted.
