401-5399 The Administration for Children and Families (ACF) is issuing
a request for quotation for an Indefinite Delivery, Indefinite Quantity
(IDIQ), fixed price contract for services. This procurement action will
use Simplified Acquisition Procedures in FAR Part 13. Note 26. The
Standard Industrial Classification Code (SIC) for this purchase order
is 8741. Any contractor/vendor able to meet requirements must
demonstrate in writing by RFQ due date. This notice is intended for

made to the firm whose offer provides the best value to the Government,
price, technical capability and past performance considered. Award may
be made without discussions if the most favorable initial quote
results in the lowest overall cost to the Government. Quotes must
include a price for each specific task. Proposals should be limited to
10 pages. Four (4) copies of all proposals, for the following
statement of work should be delivered to the following address,

received after the due date will not be considered or opened). WRITTEN
RESPONSES SHOULD INCLUDE PRICES AND TECHNICAL DATA SUFFICIENT TO
DETERMINE CAPABILITY. STATEMENT OF WORK: Background and Need -- The
Office of Human Resource Management (OHRM) directs and manages the
personnel operations and services for the Administration for Children
and Families (ACF). OHRM carries out a comprehensive program of
personnel management assistance and personnel administration in support
of the widerange of ACF human resource requirements. OHRM was
established approximately two years ago and in its development was
required to train a number of its staff in all of the functional areas,
i.e., recruitment and placement, position classification, employee and
labor relations. The move towards implementing National Performance
Review (NPR) goals and objectives, has resulted in an inordinate number
of organizational changes. Such changes have resulted in extremely
heavy position classification and position management demands. Because
of the heavy volume of reorganizations within ACF and the resultant
need to readily provide classification services, it is necessary to
obtain additional expert classification skill than is currently
available in-house. SCOPE OF WORK: The purpose of this contract is to
acquire position classification services on an as needed basis for ACF
positions nationwide. The vendor will make recommendations to the ACF
Personnel Officer on the allocation of positions to the proper
occupational series, title and grade by using the Office of Personnel
Management's (OPM) classification standards, guides and policies and
sound position management principles. The positions to be evaluated and
classified will include all occupations/series employed by ACF. It is
intended that the services under this contract will be obtained on an
as needed basis throughout the life of the contract. Technical
assistance will consist of the following: Task 1 -- FOR INDIVIDUAL
ACTIONS: (A) Conduct data-gathering and fact-finding which may include,
but not be limited to, on-site and telephonic interviews/desk audits
with management officials and/or employees; (B) Prepare position
descriptions; (C) Prepare written evaluation statements, when
requested, in support of recommended classification. Task 2 -- FOR
REORGANIZATION ACTIONS: (A) Conduct data-gathering and fact-finding as
it relates to the proposed organizational structure to assess
inter-relationships among positions and sound position management
practices, i.e., overlap or duplication of work, excessive layering,
etc. Meet with management/management representatives to clarify and
obtain insight into the purpose of the reorganization. Conduct studies
of proposed organizational structures and make written position
management recommendations and provide position management and
classification advice; Prepare new or revised position descriptions;
(B) Prepare written evaluation statements, when requested, in support
of recommended classification. The evaluation of all quotes will be
conducted using the following criteria: (1) Capability of Performance
-- The offeror shall provide a high degree of expertise in the position
classification human resource functional area. The offeror must also
ensure a broad knowledge of the Federal government human resources
arena and an in-depth knowledge of Federal personnel laws and
regulations in position classification. Offeror shall also possess
excellent writing and analytical skills. The offeror shall provide
information on thesuccessful experience and qualifications of proposed
contractor staff, and provide resumes that include brief summaries of
previous projects and credentials indicating experience in Federal
laws and regulations (Weight = 40); (2) Demonstrated Experience: The
offeror shall provide a statement fully describing that it has recent
successful experience in providing Federal human resource services in
the functional area of position classification/position management
(Weight = 35); (3) Logistical Arrangements: The offeror must prepare a
management plan describing the logistical arrangements that indicate
how each aspect of the Specific Tasks is to be accomplished. The plan
should include how the offeror ensures the timely completion and
coordination of tasks, proposed staff time, and specify where and how
work will be accomplished (Weight = 25). The anticipated period of
performance is twelve months with two one-year options. This
requirement is being set-aside for small business concerns. Proposals
are due February 27, 1998. Contractors are hereby advised any purchase
