HQ AFSVA/SVPAL, San Antonio, TX requires a subscription to the publication FRONT PAGE NEWS 1998 to be procured and shipped to 32 Base and Field Libraries worldwide. WPAFB intends to negotiate on a sole source basis with Buckmaster Publishing, 6196 Jefferson Highway, Mineral, VA. Clauses to be included shall be: FAR 11.401(a), FAR 32.908(c), FAR 46.401(b) and FAR 46.503. This requirement will be purchased as a commercial acquisiton. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
