Space Based Infrared Systems (SBIRS) Program Office, Advanced Programs Division, is seeking potential SBIRS Low system primes and principal sub-contractors. Potential system primes and principal sub-contractors will be solicited to provide inputs on the SBIRS acquisition strategy and System of Systems (SoS) acquisition documents. This synopsis is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. A Request for Proposal (RFP) for SBIRS Low Program Definition (PD) is intended to be released in 3QFY98. To help meet this schedule and ensure full and open competition during PD and Engineering Manufacture and Development (EMD), the SBIRS Program Office is soliciting inputs from potential SBIRS Low system primes and principal sub-contractors on the SBIRS acquisition strategy and SoS acquisition documents. Contractors interested in providing feedback on these documents must submit a statement of capabilities demonstrating their ability to manage and execute a potential SBIRS Low design and production contract as either the system prime or principal sub-contractor (at least 30% of total contract effort as measured in contract dollars). Statements should not exceed thirty (30) pages. Statements are due 27 Feb 98. Contractors previously identified by the SBIRS Program Office of their status as potential system primes or principal sub-contractors do not need to respond to this notification. Failure to respond to this announcement does not exclude any interested parties from participating in the SBIRS Low Industry Days, revision of the SBIRS Low Program Definition build RFP sections or bidding for the SBIRS Low Program Definition contract. The Government will notify contractors who submit a statement of capabilities of their status as an established potential system prime or principal sub-contractor. Contractors identified as potential system primes or principal sub-contractors will be notified of document availability by the government. All interested contractors are encouraged to attend SBIRS Low Industry Days. Another Industry Day is planned prior to RFP release. Comments on documents are requested within three weeks after the documents have become available through the SBIRS Low Technical Document Library.
