Information Operations Products Division, Cryptologic Systems Group
(CPSG/ZY), Electronic Systems Center, intends to issue a solicitation
for development, integration, and fielding of an Information Operations
Planning System (IOPS). Current planning calls for release of a Draft
RFP in early March 1998, a Pre-Solicitation Conference in late March
1998, and a final RFP release in mid-April 1998. This program should
include, but is not limited to, requirements previously incorporated as
part of the Air Force Information Warfare Center=C6s plans for the
Information Warfare Initiatives (IWI) effort. The IOPS will provide an
enhanced Information Operations (IO) planning and decision support
capability, which must augment and interface to existing intelligence
and operations systems. The IOPS effort will include the development,
integration, and sustainment of both a system architecture and a series
of planning tools and applications that must support all aspects of IO
planning. All potential offerors must possess a TOP SECRET/SENSITIVE
COMPARTMENTED INFORMATION (TS/SCI) facility clearance, have a minimum
of 1,500 square feet of accredited SCIF space available to accommodate
the IOPS development, and a sufficient number of cleared personnel at
the TS/SCI level to perform the services required. Responses, in the
form of a capabilities statement, must include answers to a
questionnaire which can be found on the Hanscom Electronic RFP Bulletin
Board (HERBB) at http://herbb.hanscom.af.mil/info.asp?rfp=3DR16.

information provided will be evaluated to identify potential qualified

Anticipated value of the IOPS effort is approximately $80M over the
next five years. Interested parties should provide, at a minimum, the
following information: company description (including company history),
experience relevant to the system described in this notice (including
an outline of previous projects and specific work previously performed
or being performed), description of capabilities, description of
relevant personnel experience, statement regarding industry security
clearance, availability and description of facilities required to
perform the tasks described, and any other specific or pertinent
information relative to this particular area which would enhance the
information submitted. NO AWARD WILL BE MADE FROM ANY RESPONSES TO THIS
SYNOPSIS. HOWEVER, ULTIMATELY, THE GOVERNMENT DOES INTEND TO AWARD AN
IDIQ, TIME AND MATERIAL TYPE CONTRACT WITH AWARD FEE INCENTIVE. While
receipt of inputs will be acknowledged, respondents may not be notified
of the results of any evaluation of the data received. Requests for
copies of any submissions will neither be honored nor acknowledged.

fifteen calendar days from the date of this notice. Hard copy
