80 -- THERMOPLASTIC SOL 1PIR-0997-98 DUE 032098 POC Annette Johnson, Contracting Officer, (202) 305-7280 This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSITUTES THE ONLY SOLICITATION; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1PI-R-0997-98 and this solicitation is issued as an Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. The Standard Industrial Classification code is 3081, and small business size standard is 500. Contract Line Item is: Thermoplastic, Resin, Prime, Virgin, quantity 250,000.00 pounds. This is a virgin plastic resin use in the manufacture of handles for paint brushes. The handles are manufactured by an injection molding machine, the resin is injected into a mold to form the brush handles. Varitation in Quantity is 15% increase and 10% decrease. Delivery and acceptance is F.O.B. Destination to Federal Prison Industries, P.O. Box 9000 (Texas Hwy 20), Anthony, NM 88021. Federal Prison Industries intends to enter into a Requirement Type Contract, and period of performance is from date of award through one year thereafter. Each delivery order has a delivery requirement of 30 days after receipt of delivery order. Minimum delivery orders shall not be less than 40,000 LBS; Maximum delivery order quantities shall not exceed 47,000 LBS. The provision at FAR 52.212-1, Instructions to Offerors -- Commericial, applies to this acquisition. Clause 52.212-2, Evaluation-Commerical Item is applicable. Evaluation procedure is: the Government will award a contract resulting from this solicitation to the responsible bidder whose bid conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to make award on initial offer received, without discussions. Offerors shall submit signed and dated offers, either on a SF33, or letterhead stationary to Federal Prison Industries, 400 First St., N.W., 7th floor, Attn: Bid Custodian, Washington, DC 20534 or overnight or express mail to 320 First St., N.W., Washington, DC 20534. Facsimile offers are acceptable in accordance with FAR 52.215-18 Facsimile Proposals, to fax number 202/305-7263-/7365, Attn: Annette Johnson. Offers must be received by 2:00pm, March 20, 1998 and indicate name, address and telephone number of bidder, technical description of the item(s) being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price and any discount terms, remit to address if different than mailing address, a completed copy of respresentations and certifications at FAR 52.212-3, Offeror Representations and Certifications-Commerical Items; acknowledgement of all amendments. Offerors must hold prices firm in its offer for 60 calendar days from the date specified for receipt. If offer is not submitted on a SF33, a statement specifying the extent of agreement with all terms, and conditions, and provisions included in the solicitation. All offers that fail to furnish required representation and certifications or information or reject the terms and conditions of the solicitation may be excluded from consideration.
